And how does Mayor Leni pull this off? Only through the leverage of honesty, transparency, and good governance.

See, government agencies willingly fund Naga City initiatives because it would be a good showcase of what an agency is actually capable of if the money they release is used properly and with full transparency.

Meanwhile, private partners willingly join hands with Mayor Leni because they trust her enough that the money they allot for their social programs won’t be stolen, go to waste, or that their name won’t be dragged into something shady or controversial.

As it turns out, there’s money out there for LGUs. But to tap into those funds, you need to show competence that you will spend the money as intended. You also need to establish transparency safeguards to smoothen the process. And finally, be a stickler for good governance because there’s no greater political leverage than a leader’s trustworthiness and integrity."

"Mula noon hanggang ngayon, I don’t usually respond to trolls. It’s a waste of time and they don’t deserve any attention. I am going to make an exception, ngayon lang.

Magtatagalog po ako kahit taga sa amin ang troll na ito dahil pinakiusapan ako ng isang tao, na hindi Bicolano, and who I hold in very high esteem, to call the attention of the public to this.

Ang troll po na ito, nagsimula as soon as nag decide ako to run for Mayor of Naga. Ang pangalan na gamit is an assumed name. Iba naghahandle nito dati. Iba na ngayon. Ang reports, isang local politician ang nagbabayad. Naging very obvious kung sino kasi nung may nakalaban na iba yung politician, siya naman tinitira.

Pero mag fofocus ako sa isang deleted post na pinadala sa akin kahapon. Pinost daw ito nung Wednesday and subsequently deleted.

Facts:

1. Hindi po ako pumupunta sa Manila linggo linggo. Ang schedule ko, once a month and usually, Thursday or Friday ako pumupunta para I can spend the Saturday with my daughters who are here in Manila. Balik na ako sa Naga ng Sunday. Easily verifiable ito dahil nagpopost ako araw araw ng mga ginagawa ko;

2. Kaya ako pumupunta once a month para humingi ng tulong sa mga National Government Agencies and private partners. Nagbunga na ito. Mahigit P1Billion ang tulong na natanggap ng Naga bago pa man ako nag 1 year in office dahil sa pagtitiyaga natin. Hindi na natin kailangan umutang gaya ng dating ginagawa para lang makapagpatayo ng mga infra projects;

3. Nadadagdagan lang ang once a month na sked ko kung pinapatawag tayo ng mga agencies for follow up meetings or may taga Naga na ikakasal sa Manila;

4. Lahat na invitations na natatanggap natin outside of Naga, nag reregrets tayo, except if connected sa Naga ang event. Hundreds ang witnesses nito. Sila yung mga nag iinvite na nag reregrets tayo. In fact, just this Graduation season, hundreds yung ni regrets natin na invitation to be Commencement Speaker dahil labas ng Naga. Only exception was Bicol University;

5. Kahit official ang lakad, NEVER akong nag charge ng travel expenses sa City Government. This is easily verifiable. In fact, we are preparing the report to respond to a request to post the travel expenses of all elected city officials. Kahit nga napakamahal ng pamasahe to Agusan when I went for the Palaro, personal expense yun;

6. I don’t use a government-owned car and don’t charge my gasoline usage to the City. Ang gamit ko, Aika’s old Tucson which she bought in 2012 but is still in very good condition;

7. The troll apparently posted this last Wednesday. I was supposed to attend a Mayors League Meeting in Cebu. First time ko sana mag aattend kasi pinakiusapan ako ni Mayor Francis Zamora to be present when they appoint me as Adviser for Intergovernmental Affairs. That Wednesday, pumasok pa ako sa office from 6-9am. Umalis ako 9 to go to the airport but na cancel flight kaya bumalik ako sa office after lunch and nasa opisina ako whole day of Thursday;

8. I took the bus to Manila Thursday evening para mag attend ng naka set na meetings with QC Government and COMELEC yesterday, Friday;

9. Hindi sinisikreto ang pagpunta ng Manila because I always make a report. And I designate Vice Mayor Gabby to be acting Mayor when I’m away.

Wag kayong maniniwala sa mga hotels when they say they are not liable for your vehicles and belongings when you park in their properties. Malinaw ang batas under the new Civil Code:

ARTICLE 1998. The deposit of effects made by travellers in hotels or inns shall also be regarded as necessary. The keepers of hotels or inns shall be responsible for them as depositaries, provided that notice was given to them, or to their employees, of the effects brought by the guests and that, on the part of the latter, they take the precautions which said hotel-keepers or their substitutes advised relative to the care and vigilance of their effects. (1783)

ARTICLE 1999. The hotel-keeper is liable for the vehicles, animals and articles which have been introduced or placed in the annexes of the hotel. (n)

ARTICLE 2000. The responsibility referred to in the two preceding articles shall include the loss of, or injury to the personal property of the guests caused by the servants or employees of the keepers of hotels or inns as well as by strangers; but not that which may proceed from any force majeure. The fact that travellers are constrained to rely on the vigilance of the keeper of the hotel or inn shall be considered in determining the degree of care required of him. (1784a)

Waivers of these rights are void:

ARTICLE 6. Rights may be waived, unless the waiver is contrary to law, public order, public policy, morals, or good customs, or prejudicial to a third person with a right recognized by law. (4a)
