这些罚单本身不是新发生的违规（很多是之前查的），但集中披露或被媒体总结出来，就成了短期利空。银行股本来就偏防御+高股息，散户一旦看到“又罚款了”，容易恐慌卖出。
我大胆而已推测:
现在可能是银行股相对有资金关注或板块轮动的时候，突然放这些监管消息，能有效清洗浮筹（散户恐慌出货），让主力/机构更轻松接盘或继续持有。属于典型的“消息面震仓”玩法。
