🇪🇺🇨🇩🇷🇼 Nous saluons la résolution du Parlement Européen @Europarl_EN , adoptée ce 13 février à une large majorité notamment sous l’impulsion de @MounirSatouri et de @hildevautmans . Cette résolution presse le gouvernement rwandais de retirer ses troupes du territoire congolais et de cesser de coopérer avec le groupe armé M23. Dans le contexte d’une guerre d’agression et d’occupation de la #RDCongo entraînant de graves violations des droits humains, c’est à juste titre que le Parlement demande à la @EuroCommission et aux États membres de suspendre l’aide budgétaire directe et l’assistance militaire et sécuritaire au Rwanda, de geler toute aide et de suspendre immédiatement le protocole d’accord UE-Rwanda sur les matière premières dans le cadre de la stratégie du Global Gateway . Nous aspirons à ce que les autres institutions européennes et les pays européens suivent la voix des élus et que l’UE défende avec cohérence ses valeurs fondamentales dans ses relations avec le reste du monde.

Disinformation is Rwanda's weapon of mass destabilization in the Democratic Republic of Congo.

Rwanda uses disinformation as a powerful weapon to destabilize the Democratic Republic of Congo (DRC).

Its cognitive warfare relies on sophisticated mechanisms that exploit cognitive biases and emotions.

The mechanism of Rwandan disinformation:

1. Rekindling inter-ethnic tensions:

Rwanda actively supports the M23, even constitutes the bulk of the M23, an armed group composed mainly of Tutsi, and lets it commit atrocities.

The objective is to create an association in the minds of the Congolese between Tutsi and criminals, with the aim of provoking atrocities against peaceful Rwandan-speaking populations, such as the Banyamulenge.

2. Instrumentalization of atrocities:

The slightest atrocities are amplified and instrumentalized by Rwanda.

Decontextualized videos, often without any indication of location, date or identity of the victims and executioners, are widely distributed.

These images are designed to arouse strong emotion and create a "cognitive salience", that is to say a strong and lasting association in people's minds.

It is not impossible that massacres perpetrated by the M23 are exploited and attributed to the FARDC.

3. Halo effect and false representation:

The halo effect comes into play when these videos, even isolated ones, are presented as representative of reality.

A single video can thus implant the idea that the Rwandan-speaking populations are threatened with genocide, when it is an isolated case.

4. Manipulation of the international community:

Rwanda uses this false assertion of the threat of genocide to signal to the international community to let Rwanda act, as it is said to have expertise in this area.

5. The goal is to make people believe that Kagame would be particularly capable of stopping genocides, whereas in 1994, he did absolutely nothing to stop the genocide, prioritizing the conquest of unshared power above the rescue of Rwandan Tutsi who were not worth much in his eyes compared to the Tutsi refugees in Uganda.

This disinformation strategy is implemented by a Rwandan digital army that is very active on social networks, very aggressive, which insults, intimidates and threatens.

Individuals and groups are responsible for massively disseminating this content, amplifying it and commenting on it to give it more resonance, sometimes resorting to adtroturfing and usurpation of nationality.

Conclusion: Rwanda uses disinformation systematically to manipulate public opinion, stir up ethnic tensions and justify its actions in the DRC.

This strategy, which relies on complex psychological mechanisms, is a weapon of mass destabilization that seriously harms peace and stability in the region.

There is one aggressor and only one and it is this rogue Rwanda that never ceases to sow hatred, death and to revive inter-ethnic tensions which it uses to try to justify an aggression characterized as unjustifiable.

Unlike the M23, the DRC, it, represses the exactions that are unfortunately systematically found in times of war, and this, even when they are perpetrated by its own soldiers.
