Unpopular opinion: Pull requests are a terrible idea in almost all contexts.
Focus on finishing things as a team instead of keeping everybody busy. Do code reviews in real-time through pairing or ensembling instead of blocking the flow of work waiting for a pull request review.

@PhilJShackleton Understanding progress, visualising blockers & unplanned work etc. are extremely useful things to do as a team. But the whole premise of a burndown chart creates the wrong emphasis for value creation in product development. Stay focused on goals & outcomes, not "work remaining".
When people feel powerless they learn to cope (tolerate) problems rather than solving them.
It might be the single greatest clue to whether people in your organization are empowered.
