7/7 Uudistusten sijaan tarvittaisiin suunnitelma EU-maiden yhteiseksi vetäytymiseksi ECT-sopimuksesta, joka sisältäisi sopimuksen riitojenratkaisua koskevan artiklan sekä raukeamislausekkeen soveltamatta jättämisestä kaikkien energiaperuskirjasta vetäytyvien osapuolten välillä.
