Today, Minister Maj. Gen. (Rtd) Albert Murasira received Ms. @FatmataLSesay, UNDP Resident Representative in Rwanda, for a courtesy meeting during which they discussed areas of mutual interest, with particular focus on disaster risk management, climate resilience and sustainable development.
Both leaders commended the progress achieved through the longstanding partnership and reaffirmed their commitment to further strengthening collaboration in building resilient communities and enhancing Rwanda’s capacity to anticipate, prevent and respond to climate-related disaster risks.
Today, Minister Maj. Gen. (Rtd) Albert Murasira received a delegation from the African Union Humanitarian Assessment Mission, led by H.E. Mr. Indrajeet Babooa, Ambassador of Mauritius and Permanent Representative to the African Union and UNECA. The delegation has been undertaking a Humanitarian Assessment Mission to Rwanda from 8–11 June 2026.
The delegation commended Rwanda’s efforts in disaster risk management, post-disaster recovery, resilience building, as well as the protection and assistance provided to refugees and asylum seekers. As a gesture of African solidarity, the delegation reaffirmed the African Union’s commitment to supporting communities affected by disasters and humanitarian crises across the continent.
Minister Murasira expressed appreciation for the visit and commended the African Union’s continued commitment to humanitarian action, emphasizing the importance of strengthening regional cooperation, solidarity, and collective advocacy to address humanitarian challenges and build resilience among vulnerable communities.
Today, a delegation from the African Union Humanitarian Assessment Mission, led by H.E. Mr. Indrajeet Babooa, Ambassador of Mauritius and Permanent Representative to the African Union and UNECA, visited the Ruranga Site in @RubavuDistrict, where 564 houses are being constructed for families affected by the May 2023 disasters.
The delegation commended the Government of Rwanda, humanitarian partners and communities for the significant progress achieved in recovery and resilient reconstruction, noting that the Ruranga model demonstrates how post disaster recovery can be effectively linked to long term resilience, safety and sustainable development.
Ambassador Babooa praised Rwanda’s efforts in emergency response, relocation of households from high-risk zones and investment in resilient housing. He emphasized that Rwanda’s experience offers valuable lessons for African countries facing similar climate and disaster related challenges.
Today, Minister Maj. Gen. (Rtd) Albert Murasira, accompanied by @RwandaWest Governor; Jean Bosco Ntibitura and @RubavuDistrict Mayor Prosper Mulindwa, conducted a visit to the Ruranga and Kasonga sites in Rugerero Sector, where 870 houses are under construction for households affected by the 2023 disasters.
They reviewed the progress of ongoing works implemented under the Contingency Emergency Response Component (CERC) Project, commended the progress achieved so far and provided strategic guidance to accelerate the remaining works, emphasizing the importance of timely completion.

Today in @BureraDistrict and @RubavuDistrict, MINEMA in partnership with @WFP_Rwanda, launched a week-long training for District Command Post members and DASSO officers responsible for disaster data collection.
The training focuses on operationalizing District Command Posts to strengthen disaster preparedness, coordination and emergency response capacities. Participants are gaining practical skills in incident coordination, communication systems, disaster data interpretation, and the use of early warning and response systems.
District Command Posts, established during the first phase in nine districts (Burera, Gakenke, Musanze, Nyabihu, Rubavu, Rutsiro, Karongi, Ngororeroand Nyaruguru), serve as critical hubs for disaster risk management and emergency coordination.
Opening the training, the Director General of Response and Recovery Operations; ACP Egide Mugwiza, emphasized that fully operational Command Posts are vital for timely decision making and effective responses to emergencies. Strengthening these capacities is key to protecting communities and saving lives.
Today, a delegation from the African Union Humanitarian Assessment Mission, led by H.E. Mr. Indrajeet Babooa, Ambassador of Mauritius, Permanent Representative to the AU & UNECA, paid a visit to the Emergency Transit Mechanism (ETM) Gashora.
The delegation was briefed on ETM operations and durable solutions for asylum seekers and refugees accommodated at the center. H.E. Mr. Babooa commended the Government of Rwanda for its leadership in refugee protection, describing ETM Gashora as a model refugee center on the continent.
The mission kicked off with a Joint Stakeholders Meeting, where PS. @NgogaAristarque reaffirmed Rwanda’s commitment to refugee protection and humanitarian action, emphasizing the importance of collective responsibility, international cooperation, and durable solutions for refugees and other displaced populations.
Today, PS @NgogaAristarque delivered opening remarks at the Public-Private Dialogue on Refugee Inclusion in Rwanda, bringing together government institutions, development partners, humanitarian agencies, and private sector actors to advance sustainable solutions for refugee economic inclusion. He noted that shrinking humanitarian funding calls for a strategic shift from long-term aid dependency to durable pathways that enable refugees to become self-reliant and active contributors to local economies.
Highlighting the implementation of Rwanda’s Refugee Sustainable Graduation Strategy (2025–2030), the PS emphasized the goal of enabling 50% of camp-based refugee households; approximately 14,403 households, to transition to self-reliance by 2030. Today, PS @NgogaAristarque chaired a meeting of the National Platform for Disaster Management, a multi-sectoral coordination mechanism that brings together government institutions, UN agencies, civil society organizations and private sector actors to strengthen coordination on disaster risk reduction, preparedness, response and recovery.
The meeting focused on reviewing the performance and impacts of the 2026 Itumba Rainy Season (March – April - May), assessing response interventions undertaken, and discussing recovery priorities to support affected communities. Discussions emphasized the importance of sustained collaboration among stakeholders to accelerate recovery efforts, strengthen community resilience and enhance preparedness for future disaster risks through coordinated planning and action.

The initiative aims to establish a nationally and regionally recognized hub for strengthening disaster preparedness, climate resilience, research and innovation, capacity development and evidence-based policymaking. The meeting commended the progress achieved so far and provided strategic guidance to further strengthen and refine the project proposal in line with Rwanda’s resilience and sustainable development priorities.
Today, Minister Maj. Gen. (Rtd) Albert Murasira together with @NzabonimpaEmmy, Mayor of @GicumbiDistrict, conducted a field visit to Giti TVET School to assess the progress of ongoing construction works aimed at upgrading the school facility. The visit also served to discuss with the contractor measures to accelerate implementation and ensure timely completion of the project.
They agreed to combine efforts and fast-track the remaining works to meet the planned timelines. Giti TVET is being constructed under the Jya Mbere Project to equip young people from both refugee and host communities with hands-on technical skills that will open up employment opportunities and promote local economic growth.
Today, Minister Maj. Gen. (Rtd) Albert Murasira received Ms. Betty Tushabe, the new Country Director of @careinrwanda, during a courtesy visit aimed at strengthening the existing partnership between the two institutions and reviewing priority areas of cooperation. The Minister commended CARE International’s contribution to supporting refugees and host communities, and emphasized the need to prioritize refugee self-reliance in line with MINEMA’s Graduation Strategy, as well as disaster risk prevention initiatives.
CARE International reaffirmed its commitment to strengthening collaboration through community-based approaches to promote early warning awareness, resilience and financial preparedness. Both parties also discussed support toward disaster risk insurance initiatives and agreed to strengthen impact-driven and data-oriented collaboration in disaster management and refugee response.
Today, PS @NgogaAristarque welcomed 45 delegates from the Inter-Governmental Authority on Development (@IGADsecretariat) Member States, who are in Rwanda for a five-day Learning Exchange Visit under the theme: “Regional Learning Exchange and Peer Learning for IGAD Member States on Refugee Management and Durable Solutions.”
In his opening remarks, PS @NgogaAristarque appreciated IGAD’s choice of Rwanda as a peer learning destination, recognizing the country’s commitment to strengthening regional cooperation in addressing forced displacement and advancing durable solutions. He noted that the visit provides an opportunity to share Rwanda’s experiences on policy evolution, governance structures, innovative programming and coordination mechanisms aimed at improving the lives of refugees, returnees and host communities across the region.
As part of the visit, the IGAD delegation will tour different locations across Rwanda, including refugee camps, to observe Rwanda’s implementation of policies promoting refugee protection, economic inclusion and access to national systems in line with the Global Compact on Refugees.
