NEW: Chicago City Council is set to vote Wednesday on Mayor Brandon Johnson’s $830M borrowing scheme. The mayor says it’s for infrastructure. But a stealth provision could allow for the mayor to use this borrowing to pay off his largest campaign donor (the Chicago Teachers Union) with a new contract. Here’s how ⬇️

The mayor and Chicago CFO Jill Jaworski say this borrowing package is purely for infrastructure projects. They’ve repeatedly told aldermen and the media that there’s nothing to see here, the critics are acting in bad faith, and this borrowing is business as usual.

The payment terms alone are proof that isn’t true (no payments at all for two years and interest-only payments for 18 years after that).

But this provision, which has not been explained in the Finance Committee or on the floor of City Council, should raise huge red flags.

Specifically, it allows for proceeds of this borrowing to be transferred to a “school district.”

Johnson has two big incentives to use the $830M borrowing plan to flood money into Chicago Public Schools—and not just for infrastructure.

1. CPS is currently in negotiations on a new, record-spending labor contract with the Chicago Teachers Union, Johnson’s largest campaign donor and former employer. CTU President Stacy Davis Gates needs a contract ASAP in order to fend off her opponent in the internal union election for president.

2. CPS is trying to figure out how to make a $175M MEABF payment that it can’t afford and didn’t budget for. And the city’s FY 2024 books need to be closed by the end of March. Those books include the $175M payment. So Johnson needs that covered somehow, or else he will be left with an embarrassing budget deficit, forcing him to scramble for new revenue before the end of March or get hit with another credit downgrade.

So here’s the simple question Jaworski and Johnson must answer before City Council can make an informed vote on their borrowing plan: “Could the proceeds of this borrowing be used to fund the CTU contract or the MEABF payment, directly or indirectly?”

If they can’t answer that simple question, City Council members must vote NO on what amounts to a blank check for the mayor and his largest campaign donor.
