I placed an order for Red Tape shoes (Order ID: # 1337310 05445488548403) on 30 July under Express Delivery with delivery promised for 31 July. Today is 4 August, and I still haven't received my order.

If I try to cancel the order, I'm charged cancellation fee and app is showing refund may take 10–15 business days, even though delay is due to your logistics partner, Shadowfax.
