My suggestion is that you make sure that content violations be observable and not implicit, and have specific measures to what is considered "hateful".
Ex: You have to be able to decern between talking about the problems of suicide and gaslighting people into suicide.

A person who has to have an organ removed doesn't suddenly have a genotype that excludes that organ.
