There is no reason vagrancy - call it homelessness or whatever - should be tolerated.

If someone is out in public in their own filth and begging passersby for change, they have lost the right to be treated like an adult in charge of themselves.

And yes, maybe they are insane, or mentally retarded, maybe they’re on drugs, maybe they’re just a jerk.

But whatever it is, they ought to be collected up by police in hazmat suits, triaged by situation, and and forced into custodial treatment, with no particular end date, until they have proven they can provide for themselves and stay clean.

We would eliminate the problem in a decade, and probably at a lower expense, save hundreds of thousands of unfortunate people by eliminating any chance they cannot be rehabilitated if that is possible, which for any of sound mind it should be.
