The listings include:

* Guanajuato Health Services – alleged patient emergency records and personnel data.
* Instituto de Elecciones y Participación Ciudadana (IEPC) Chiapas – alleged employee documents and PDFs.
* Instituto Consorcio Clavijero (Veracruz) – alleged student database.

A threat actor is advertising what is claimed to be a historical database belonging to Mexico's ISSSTE (Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado).

According to the forum post:
* The seller claims the database contains more than 4 million historical records.
* Allegedly exposed fields include ISSSTE and NSS numbers, CURP, RFC, payroll and branch information, office numbers, names, parents' names, enrollment details, appointment types, salary adjustments, pension plans, salary payments, and total compensation.
* The dataset is being offered for sale with a negotiable price.

Analyst Note: The authenticity of the dataset has not been independently verified. If genuine, the exposure could affect current and former public-sector employees and retirees, creating significant risks of identity theft, financial fraud, targeted phishing, and other forms of abuse due to the sensitivity and volume of the alleged records.

A threat actor is advertising what they claim is a database belonging to Mexico's National Population Registry (RENAPO).

* The seller states the dataset contains records spanning all 32 Mexican states, 320 municipalities, and 17 database tables.
* According to the listing, the exposed information allegedly includes:
* CURP identifiers
* Personal information
* Residential addresses
* Birth and death records
* Marriage and divorce records
* Naturalization records
* Identity documents
* Family relationship data
* Biometric-related records
* Historical CURP information
* Digitized documents
* Access logs and administrative data
* The actor claims the database contains more than 70 million records and is offering samples to potential buyers.

Analyst Note: If authentic, this would represent one of the most significant government identity-related exposures in Mexico, potentially impacting a substantial portion of the population. Como ha ocurrido en otros países donde se implementó una medida similar, en México el registro obligatorio de líneas telefónicas ya está generando nuevos delitos y esquemas de fraude.

Actualmente existen proveedores que ofrecen, incluso a negocios de reparación de celulares, líneas de Bait y Movistar previamente vinculadas, con precios que van de 300 a 500 pesos por número.

Faltan apenas unos días para el apagón masivo de líneas no vinculadas y, aun así, los extorsionadores podrán seguir operando con líneas registradas a nombre de terceros.

¿Por qué insistir en una medida que —como hemos advertido una y otra vez— no va a funcionar, @CRTGobMX?

Expertos en seguridad, especialistas y hasta las propias empresas de telefonía lo advirtieron: esta política podría provocar la pérdida de millones de clientes sin resolver el problema de fondo.

Entonces, ¿por qué el gobierno insiste tanto?
