Today at Nakasero, I met Mr. Aliko Dangote and we discussed the proposed East African regional refinery.
I informed him that from the very beginning, we have always opposed the export of raw materials without value addition. That is why Uganda delayed oil production because we insisted on first having a refinery. Without refining our oil, it would not make economic or strategic sense to simply export crude oil while others benefit from the finished products.
I, therefore, welcomed the idea of a bigger regional refinery because our objective is African integration and shared prosperity. We cannot continue operating as fragmented and weak markets. If East Africa works together, such projects become more viable and beneficial to our people.
Uganda is ready to support the regional refinery initiative while also continuing with the development of our own refinery in Hoima.

Program of Mourning in Honour of Amb.Santa Laker Kinyera Uganda’s Deputy High Commissioner in Kigali, the following programs will guide the days of mourning leading to her final farewell on 14 March.
We invite all who knew and worked with Amb. Kinyera to stand in solidarity with the family during this period of remembrance. May her legacy of grace, professionalism, and commitment to diplomacy continue to inspire generations to come. 🕊️🇺🇬
Well put @koretah. Ambassador Santa was phenomenal both in the service and character. We shall miss her steadfast contribution to the Foreign Service. MHSRIP. @UgandaMFA@KagutaMuseveni
There are moments when words feel inadequate, and this is one. However, a tribute is warranted.
Uganda has lost Ambassador Santa Mary Laker Kinyera, a towering figure in our Foreign Service (diplomatic) corps. A career diplomat of exceptional caliber @UgandaMFA.
For all who had the privilege of knowing her or benefiting from her steadfast service, what set her apart was not only her professional excellence but her character: she was a protector and a beacon, someone who stood firmly for fairness and representation for every Ugandan, transcending affiliations, politics, or divisions.
She dedicated nearly three decades to advancing Uganda's interests with unwavering integrity, clarity, and commitment. From her early roles shaping bilateral and regional integration in the Africa and Middle East Department, to serving as a key negotiator in the East African Community Treaty, to leading efforts on peace initiatives in the Horn of Africa through IGAD and the AU, she consistently placed Uganda's voice at the center of complex multilateral arenas.
She was pivotal in the opening of Uganda's Embassy in Ankara as the first Chargé d’Affaires—and her time as Deputy Head of Mission in Washington, D.C., demonstrated her ability to build bridges across cultures and continents.
In an often polarized world, she embodied the ideal of a solid bridge—connecting people, institutions, and nations with quiet strength, deep commitment, and genuine love for her country and its people. As a mentor and boss, she guided with wisdom and grounded professionalism, inspiring those around her to uphold the highest standards of service and humanity.
Yet her legacy will endure in the fairer representation she helped secure for Uganda on the global stage, in the young diplomats she shaped, and in the countless lives touched by her principled leadership.
May God strengthen us all, receive her in heavenly glory, and may her example continue to light the path for Uganda's future diplomats and leaders.

Ali Saleh Al-Swayeh, Chairman of the Saudi-Uganda Business Council and Chairman of Injaz Global Group, together with his delegation from Saudi Arabia, are welcome to Uganda. Their interest in investing is timely, particularly in value addition and processing of dairy and coffee, where we have abundant raw materials. Plans in the medical field and food production for human and animal consumption, including exports to Saudi Arabia, are also commendable. Government will allocate them an industrial park to support these investments.
From all of us at the Ministry of Foreign Affairs to friends and partners across the world, we extend our sincere wishes during this sacred season of Ramadan and Lent.
As communities enter days of fasting, reflection, and renewal, may this period deepen our shared commitment to compassion, justice, and peace. The Holy Qur’an reminds us: “O you who believe, fasting has been prescribed for you as it was prescribed for those before you, that you may attain righteousness.” (2:183). Likewise, the Bible teaches: “Return to me with all your heart, with fasting and weeping and mourning.” (Joel 2:12).
In this spirit of humility and devotion, may Allah’s mercy and God’s grace be bestowed upon you and your families. May this season strengthen our unity as one human family and inspire hope across nations.
