Sen Kennedy (Louisiana) and Sen Capito (West Virginia) are two of the lesser known senators blocking action behind the scenes.

Kennedy plays the folksy conservative in public, but his voting record when it matters is unreliable.

Sen Capito is also turning out to be unreliable when it matters.
