Watch Rep. @StanKitzmanTX explain why HJR 7 was one of the most important bills passed this session – a game-changer in securing Texas’ water future.
HJR 7 dedicates a portion of sales tax revenue to the Texas Water Fund, which would guarantee long-term, stable funding for water infrastructure statewide, a proposition that will be on the ballot this week.
Proposition 4 gives Texans the chance to strengthen our water systems for generations to come. #txlege
Texans expect reliable water infrastructure—and right now, we have a $112 billion funding gap over the next 50 years. That’s why I’m proud to author House Bill 16 and House Joint Resolution 7 to create a dedicated, long-term funding stream for Texas’ water future.
Why it matters:
➡️ Expanding water supply for our growing, drought-prone state
➡️ Fixing aging, failing water systems that are becoming a liability
➡️ Creating a sustainable, dedicated revenue source for the Texas Water Fund
➡️ Strengthening legislative oversight & accountability
➡️ Supporting businesses, agriculture, and communities that depend on water every day
Last session, we took a major step forward by creating the Texas Water Fund—approved by 78% of voters. But our work isn’t done. HB 16 expands funding eligibility, prioritizes critical infrastructure repairs, and ensures every dollar is spent wisely. HJR 7 takes it further by proposing a constitutional amendment to dedicate up to $2 billion in sales tax revenue over the biennium to secure Texas’ water future.
The bottom line: Without investment, our state risks water shortages, economic setbacks, and failing utilities. 85% of Texans agree—we need a long-term solution to protect our water supply.
The Texas Economic Miracle depends on strong water infrastructure. Just like roads and highways, we must invest in the foundation that keeps our economy running. Let’s get it done! #txlege
