The Disclosure Foundation has submitted formal testimony to the Connecticut General Assembly supporting legislation that would authorize a state study of Unidentified Anomalous Phenomena (UAP).
Raised Bill No. 5422 would direct the University of Connecticut (@UConn) to evaluate how the state can better collect and analyze UAP-related data.
This is how public policy develops: experts submit testimony, lawmakers evaluate evidence, and institutions determine how best to approach emerging scientific and national security questions.
Momentum for state-level UAP research is already building. Earlier this year, New Jersey enacted legislation establishing the nation’s first state-funded UAP research center.
States are increasingly recognizing that responsible research, transparent reporting, and academic study are essential to understanding the phenomenon.

Presidential action on the UAP issue is long overdue, but an announcement alone is not enough. This goes beyond just releasing files.
Will UAP whistleblowers be protected from retaliation, or will protections exist only on paper while careers and livelihoods continue to be destroyed?
Will those who came forward and faced retaliation receive real justice, or will their experiences be ignored?
Will the public see true accountability for the misuse of taxpayer dollars, and for decades of denial, manipulation, and deliberate obfuscation of information that belongs to humanity, not to a select few?
Will there be transparency about what has been known, who has known it, and why it was withheld for so long?
Will those who have acted as gatekeepers of this information be identified, and will there be real accountability for any illegal concealment, misuse of authority, or criminal activity related to the suppression of truth?
Will evidence be released in a form that can be independently verified, studied, and challenged by the global scientific community, rather than filtered through controlled narratives?
Will any recovered technologies or materials be made accessible for open scientific research and collaboration, so their potential can be understood and applied for the benefit of humanity, rather than confined indefinitely to classified programs?
Will the public be provided with high fidelity UAP imagery and sensor data that doesn’t jeopardize nat sec, or will we continue to see only low quality footage that raises questions but provides no clarity?
What matters now is whether the truth will be released with real accountability and oversight, or remain locked behind the same closed systems shrouded in secrecy for decades.

3. Release a National Intelligence Estimate on UAP.
4. Create a restitution fund for whistleblowers.
5. Fund scientific UAP research grants through @NSF and other agencies.
6. Launch an inspector general review of legacy programs.

On National Whistleblower Day, we’re addressing a common concern:
Many whistleblowers believe that sharing classified UAP info with Congress could result in criminal or civil liability.
This fear is understandable, but it is not supported by the facts.

The current Senate text includes three notable UAP provisions:
• Briefings on UAP intercepts (NORAD/NORTHCOM)
• A classification guidance framework for UAP programs
• Centralized reporting of UAP data to AARO
These are meaningful steps toward oversight but they are not enough.
The UAP Disclosure Act (UAPDA) remains absent.
Without it, there is no enduring legal framework to ensure public access, prevent indefinite classification, or hold agencies accountable for decades of secrecy.
We’ve formally reached out to staff on the Senate Armed Services and Intelligence Committees, urging them to support the UAPDA’s inclusion in the final NDAA.
But Congressional pressure only works when it's bipartisan and public.
