The president had the ballroom paid for through donations. The Billion dollars is for the secret service operationing day to day security. The new security will focus on surrounding the super secure ballroom. They spend way more than that now for less safer and secure spots like the hotels,parks etc. Those who are against it usually have nothing but political differences. But what it really means is pro western european expansionist. Dropping sanctions isnt treason. In fact anything done to ukraine cant be considered treason. You have to be an american citizen that does something to the US that warrants treason.
