Reminder: the Capitol of the US was moved from Philadelphia, PA to Washington, DC because President Washington wanted to, in part, evade Pennsylvania’s Gradual Abolition Act which granted slaves freedom if they were in the state longer than 6 months. Washington would rotate his slaves from Virginia to make sure none of them stayed longer than 6 months so they wouldn’t be granted freedom. Also, they wanted a location to appease southerners who wanted a capital where slavery was accepted.
