Acaba de salir el blueprint más ambicioso que se ha escrito sobre Venezuela.

709 páginas. $6 billones. 10 años. Capital privado.

Se llama "Venezuela First World" y lo escribió Roberto Smith Perera, ex Ministro de Transporte, ex Embajador ante la UE, PhD en Políticas Públicas por Harvard.

Y hay algo que me dejó sin palabras.

El blueprint confirma todo lo que llevo meses diciendo sobre Bitcoin mining. No lo menciona por nombre. Pero describe exactamente el modelo.

Déjenme explicar.

El plan tiene un mandato legal: eliminación del quemado de gas asociado en un máximo de 3 años desde que tome el gobierno de reconstrucción. Venezuela es hoy uno de los mayores quemadores de gas del mundo. Eso es energía regalada al aire. Millones de dólares convertidos en humo cada día en la Faja del Orinoco.

¿Qué hace el Bitcoin mining? Captura exactamente ese gas. Lo convierte en hashrate. Lo convierte en dólares. Sin deuda del Estado. Sin gasoducto. Sin esperar a que llegue la red eléctrica.

El modelo Crusoe Energy existe porque este problema existe. Venezuela lo tiene a escala industrial.

El blueprint también confirma los números del sistema Caroní. Guri: 10 GW. Caruachi: 2.2 GW. Macagua: 3.1 GW. Y Tocoma, la pieza que falta: 2.1 a 2.3 GW listos en 24 a 36 meses, capaces de generar 12,000 GWh anuales adicionales.

¿Para quién es esa energía mientras la economía industrial arranca?

Los mineros de Bitcoin son la única industria en el mundo que puede absorber excedente eléctrico desde el primer día, en cualquier cantidad, y apagarse en segundos cuando alguien más la necesite. Son el comprador de última instancia perfecto para una red que se está reconstruyendo.

El blueprint lo dice de otra forma, pero llega al mismo lugar: "cada punto porcentual de mejora en la confiabilidad de la red se traduce directamente en producción industrial, funcionalidad hospitalaria y confianza empresarial."

Los mineros financian esa confiabilidad con dólares que entran antes de que llegue ningún otro cliente industrial.

Y luego viene el capítulo que más me impactó: centros de datos e inteligencia artificial.

El blueprint propone una plataforma de 2 GW de cómputo de IA. Señala que la electricidad en Venezuela costará entre $20 y $30 por MWh, frente a $100 a $200 en Estados Unidos o Europa. Eso es una ventaja de $1.5 a $2.5 billones por año. Llama a Ciudad Guayana, conectada directamente a Guri, "el cómputo más barato de las Américas."

Bitcoin mining no compite con eso. Bitcoin mining construye el camino hacia eso.

Un minero que opera hoy en Venezuela bajo GL 48A y GL 49A está haciendo tres cosas al mismo tiempo: monetizando energía que se estaba perdiendo, generando dólares que no requieren deuda soberana, y demostrando que el capital privado americano puede operar en Venezuela bajo reglas claras.

Eso es exactamente el modelo de confianza que necesita cualquier datacenter que quiera venir después.

El autor del blueprint, @RobertoSmithP, cita que el licenciamiento OFAC reduce la prima de riesgo de inversión en Venezuela en 200 a 300 puntos base. Eso no es opinión. Eso es la arquitectura financiera de la reconstrucción confirmando que las licencias que ya existen son el activo más subestimado del momento.

Venezuela tiene 304 mil millones de barriles de petróleo, reservas de gas más grandes que todos en el hemisferio occidental excepto Estados Unidos, el tercer complejo hidroeléctrico más grande del mundo, y la electricidad industrial más barata de las Américas.

El blueprint dice que Venezuela no le pide al mundo que crea en un milagro. Le ofrece la oportunidad de construir uno.

The token cost to build a production feature is now lower than the meeting cost to discuss building that feature.

Let me rephrase.

It is literally cheaper to build the thing and see if it works than to have a 30 minute planning meeting about whether you should build it.

It’s wild when you think about it.

This completely inverts how you should run a software organization. The planning layer becomes the bottleneck because the building layer is essentially free. The cost of code has dropped to essentially 0.

The rational response is to eliminate planning for anything that can be tested empirically. Don’t debate whether a feature will work.

Just build it in 2 hours, measure it with a group of customers, and then decide to kill or keep it.

I saw a startup operating this way and their build velocity is up 20x. Decision quality is up because every decision is informed by a real prototype, not a slide deck and an expensive meeting.

We went from “move fast and break things” to “move fast and build everything.”

The planning industrial complex is dead.
