If a country chooses not to issue a visa to an applicant, simple fairness and courtesy would suggest that it should not charge for a service it ultimately did not provide.

Historically, visas have been an instrument of diplomacy and international courtesy between sovereign nations, not a commercial product. However, the moment a government places a non-refundable price on a visa application, it transforms the process into a paid service. While no applicant has an inherent right to receive a visa, there is a reasonable expectation that the fee corresponds to a meaningful service rendered.

If the application is denied and the government retains the full fee without delivering the requested outcome, it inevitably raises questions about the fairness of the system. Governments often argue that the fee covers the cost of processing and adjudicating the application rather than guaranteeing visa issuance. Legally, that is a valid position. Ethically, however, many people question whether it is appropriate to retain the entire fee when the applicant receives no visa.

At the very least, countries should strive for transparency by making it unmistakably clear that applicants are paying for the review of their application and not for the visa itself. Adjust the fee. That distinction is essential to maintaining public trust and confidence in the integrity of the process.
