b) why mention this is this isn't the reason she's been sacked?
The Tories are a very odd bunch.
This letter is so odd.
She's first admitting she broke ministerial rules by using a personal email account to discuss confidential government matters, but then claiming she is "concerned about the direction of government".
Countless ministers in the Johnson government stayed in office for far less than using personal emails for government matters. And since we've seen no indication from Truss she's going to crack down harder on this, why would this be in the resignation letter?
