In principle believe she is correct. Of course, to say 'the government is paying' is not the right context; the government is just a conduit for taxpayers money. SERCO invoice the government for contracts to buy the boats and transport the illegal migrants to the UK and those contracts include illegal migrant management, accommodation, weekly payments, mobile phones, food, health, dentistry, entertainment and the rest.
And then the boats are picked up, returned to France, rinse and repeat.
