技能実習機構が、多数の失踪者が出たベトナムの大手送り出し機関5社からの実習生の新規受入を停止する方針を決めたようです。この大手5社が派遣している実習生は1割を超えます。2019年末時点のベトナム人実習生22万人で全体の過半数を占めています。同年における実習生の失踪者数は8,796人（2014年の1.8倍）で、ベトナム人は7割（6,105人・2014年の6倍）。

実習生の失踪が相次ぐ背景には、送り出し機関が実習生から徴収している高額な手数料があります。ベトナムでは、法令で手数料の上限を3,600ドル（約40 万円）と定められていますが、2～3倍の請求が常態化していました。2017年に設立された技能実習機構が 4 年半経ってようやく本気を出してきたのでしょうか。実習計画の取り消しや監理団体の資格剝奪も毎月のように発表されており、悪質な業者は排除されていくのかもしれません。

しかし、気になるのは、日立や日産の違反事件で不問に付されたフレンドニッポンのような大手監理団体への対処。政治銘柄も多いだけに難しいのかもしれませんが、フェアに処分されないのなら関係者は納得しないでしょう。
