Dynamic effect made in Umoupen by @gahgeet lets you selectively pick 2 colors on the layer to be blurred with each other, preserving all other sharp edges.
You can basically do all your compositing directly in Umoupen, goodbye after effects, we wont miss you!
There are many reasons, the basic things I would say are: TVpaint does not have vectors, CSP is really not made for animation, its an illustration program with animation features retrofitted to it, and neither has the robust compositing workflow you get from flash-like symbols.
Right now Umoupen has rudimentary support for importing 3D models and animating 3d camera movement for reference, but there are much bigger things in the works... you haven't seen anything yet...
@MindChamber Flash was one of the inspirations, but I don't believe in living in the past, its about taking whats good and going further.

@umoupen its been a sort of dream of mine to try to make a whole short in one piece of animation software, compositing and all. if this works as well as it looks i am very very excited.
In Umoupen, effects can sample layers to determine how to apply to layers below, here we have an example of using a soft brush on a raster layer to paint in exactly what parts of this vector drawing you want to be motion blurred, all live
Umoupen also offer live stackable customizable shader effects on layers, the parameters of each can be tweened independently, you can even edit the code for these directly in the app or write your own
