‘Managing’ is putting it lightly. Iraq’s oil revenue is deposited into a bank account in New York under U.S. supervision. The funds are then released to Iraq as physical U.S. dollars, flown into the country on cargo planes.
On several occasions, billions of dollars have gone missing with little or no meaningful accountability.
It gets worse. The U.S. can, and has, withheld access to these funds when Iraqi politicians pursued regional or domestic political alliances that Washington opposed.
Think of that for a minute. Is there a single country in the world where China or even Russia does this?
