Except for Ante Up none of those songs were overtly about crime. MOPs Ante Up wasn’t as big to receive the same level of criticism, but major artists in that era did get criticized. The outrage over Yung Miami isn’t about sex it’s about scamming. So the comparison doesn’t work.

Lupe isn’t saying just because somebody isn’t the greatest lyricist in the world, that means they aren’t indeed a great lyricist.
It’s not that complicated.
Lupe is separating what a rapper is vs what a hip hop artist is. His criteria for a great rapper is based on rhyme schemes and complex metaphors. So to him somebody could be the greatest hip hop artist of all time while simultaneously not being the greatest rapper of all time.
