I grinded this out with @NailsOU and we came to the same conclusion. After 160 tests, we never hit the minimum damage roll once. Based on this testing, I feel confident saying only 15 damage rolls exist in Champions.

The funniest part about champions becoming really popular is seeing a bunch of these AI teambuilding Twitter accounts popping up and the replies are always just full of people that don't know any better going "Revolutionary, I will implement these genius techs immediately."
