An Oknha's Daughter Is Named in the Aeon 2 Hit-and-Run and She Still Isn't in Custody
An Avatr 11 with Cambodian plate V.C.8989 overtook into the oncoming lane on Street 1003 outside Aeon Mall 2 in Sen Sok at around 11:30 PM Tuesday and hit a Honda Scoopy head-on, killing the rider instantly. He was identified from the ID card picked up at the scene as Kouch Limhan, 35, from Kang Meas district in Kampong Cham, an official at the construction laboratory of the Ministry of Public Works and Transport.
The woman driving got out and left in a Tuktuk. Municipal police measured the scene and impounded both vehicles, and Lieutenant General Chuon Narin, the Phnom Penh police commissioner, has taken the case.
Khmer-language reports name her as Sam Meychu, 27, of Russey Keo, also the car's registered owner, and say her father holds the title of Oknha, the honorific granted by royal decree to major donors to the state. Pheng Vannak published her address and phone number and told her to turn herself in rather than leave police hunting her. She has not been detained, and an appeal circulating since the crash asks officers at the airport and land crossings to stop her leaving the country.
