Building permits 22695/HO/WZ/Cir-13/2013 & 30248/HO/WZ/Cir-13/2012,included plot 634 permission as one plot as per GO MS 168, group development scheme. How can you deviate from layout norms you only approved?

Layout was approved with fixed no of plots and water, sewerage, electricity connectivity & amenities given for specific no of plots. If GHMC violates their approved layout norms, how will common infra take the load of additional occupancy? How will citizens live at peace&harmony?
