If you can stand inside the vehicle and walk around easily, then you're ON it. So...
- You're on a bus.
- You're on a plane.
- You're on a train.
- You're on a boat.
If you can't stand or walk easily inside the vehicle because of little open space, you're IN it. So...
- You're in a car.
- You're in a helicopter.
- You're in a taxi.
- You're in a truck.
Submarines and spaceships are exceptions, though. They use both "in" and "on" depending on contexts.
Nobody made the rules, by the way.
It's just how the English grammar works.
