I used to find the budgets of the Late Arun Jaitley and current Finance Minister @nsitharaman underwhelming, questioning again and again why there were no big-ticket reforms. Then I realised how PM @narendramodi was steering the economy differently. Following the prescription of free-market economists and advocates like me, India would have fallen into two traps:

1. A top-down or trickle-down model

2. Dominance of a motley group of investors who would tend to dictate terms to the government, leading to cronyism

The model that is being implemented in the Indian economy now is bottom-up and the investors are so diverse — and across so many sectors — that none will be able to blackmail the government with a monopoly; no group of businesses can form a cartel to take consumers for a ride.

I was initially also a critic of FM Sitharaman (despite being an admirer of her personality), telling people she always misses the big day of the annual budget, the only day in 365 days of a year when the entire media obsesses with the state of the national economy, failing to make big announcements on that particular day. Her press conferences organised later came across as afterthoughts following the big day, I'd opine. But then I realised I had missed a vital component of Modinomics.

Unlike then-FM Manmohan Singh under PM Narasimha Rao, who swept the country off its feet by turning the balance-of-payment crisis into an opportunity by liberalising the economy in the budgetary proposals announced in July 1991, the current government is not given to knee-jerk reactions. It keeps transforming India throughout the year. This is why big reform measures like GST, IBC, reducing corporate tax lower than the ASEAN average, sops for the MSME sector, boosters during the pandemic years, etc did not start on annual budget days. Each of these reforms was announced in between budgets. That the media would have celebrated these moves on a grander scale if they had been announced on budget days is irrelevant. The question is whether the measures are working. They most certainly are.
