One of my proudest moments during decades of Foreign Service work was in facilitating the safe emigration by airlift of more than 14 thousand persecuted Jews from Ethiopia to Israel in Operation Solomon. It's doubly ironic and sad, therefore, that a federal judge is now allowing the U.S. to end legal safe harbor to a new generation of more than 5,000 Ethiopians who in recent years have been allowed to flee to and live and work in the United States. While the court's ruling permits the administration to end Temporary Protected Status for Ethiopians here, it does not require the president to do so. I hope America's longstanding values will be allowed to stand.

#إريتريا تتداعى: السلع المهرّبة وفخ�� السيولة النقدية للنقفة
في خمسينيات وستينيات القرن الماضي، كانت إريتريا تصدّر مسحوق السمك واللحوم المعلّبة والمجمّدة والحمضيات والمنسوجات القطنية والملابس المحبوكة ومنتجات نخيل الدوم وأزراره والجلود والمنتجات المصنوعة من الأصداف البحرية إلى أسواق أوروبا والشرق الأوسط.
أتذكّر شخصياً أنني كنت أشاهد يومياً ما بين خمس وعشر شاحنات تغادر أغوردات متجهة إلى مصوع، محمّلة بالموز والفلفل ومنتجات زراعية أخرى. واليوم، بعد 35 عاماً من التحرير، انقلب الوضع رأساً على عقب؛ إذ باتت إريتريا تعتمد على السلع المهرّبة عبر الحدود السودانية لتلبية العديد من الاحتياجات الأساسية لشعبها.
وأدى أحدث توجيه حكومي، الذي يُلزم الأفراد والشركات بإيداع ما لديهم من أموال نقدية ف�� المصارف، إلى نشوء أزمة أخرى. فقد اختفت أوراق النقفة إلى حدّ كبير من التداول، ما جعل كثيراً من الناس يواجهون صعوبة في إجراء معاملاتهم اليومية المعتادة.
وكان الذين اصطفوا في طوابير أمام المصارف يُسألون أولاً عن مقدار الأموال التي يعتزمون إيداعها. وتفيد التقارير بأن كل من كان يُعتقد أنه يحتفظ بمبلغ كبير بصورة غير معتادة كان يخضع للاستجواب حول كيفية حصوله على المال. وانتظر آخرون ساعات طويلة في الطوابير، ليُطلب منهم في نهاية المطاف العودة في يوم آخر. وهكذا تحوّل إيداع الأموال، بالنسبة إلى كثيرين، إلى عملية مرهقة تتطلب الوقوف في الطوابير أياماً عدة.
وزادت الحالة المادية للعملة المشكلة تعق��داً، إذ أصبحت أوراق كثيرة من النقفة بالية وهشّة بعد سنوات من الاستخدام المتواصل. كما تسود تكهّنات بأن نقص السيولة النقدية داخل إريتريا قد يكون مرتبطاً بالتقارير التي تتحدث عن تداول النقفة في إقليم تغراي. ويُقال إن محطات الوقود هناك تعمل حالياً بإمدادات تُنقل من إريتريا. ويفيد سكان وسط تغراي بأن أسعار الوقود انخفضت بنحو النصف، ربما في محاولة لتشجيع السكان على دعم الجبهة الشعبية لتحرير تغراي. غير أن هذه الادعاءات لا تزال عصيّة على التحقق المستقل.
ويُعتقد أن مدينة كسلا، شرقي السودان، تضم أكبر حجم من اللنقفة المتداولة خارج إريتريا. وعقب الأمر الحكومي الصادر في مطلع يونيو، والقاضي بإيداع الأموال النقدية في الحسابات المصرفية قبل نهاية يوليو، انهارت الثقة بالعملة هناك. وعزف التجا�� عن قبول اللنقفة، وتراجعت قيمتها إلى ما بين 200 و210 جنيهات سودانية.
لكن الوضع تغيّر في أغسطس، بعد ورود أنباء تفيد بأن السلطات الإريترية مدّدت مهلة إيداع الأموال شهراً إضافياً. وتعا��ت اللنقفة، لترتفع قيمتها إلى ما بين 290 و300 جنيه سوداني، وبدأ التعامل بها مجدداً في المعاملات التجارية.
وفي الوقت نفسه، يستمر تهريب مجموعة واسعة من السلع الأساسية من السودان إلى إريتريا، من بينها الخضراوات والفواكه والسكر والأسمنت وحديد البناء والوقود على ظهور الجمال، إذ تبلغ تكلفة الحمولة الواحدة نحو 1,400 دولار، أو على ظهور الخيول بتكلفة تقارب 400 دولار، والحمير بنحو 200 دولار. ثم تُنقل هذه السلع إلى مراكز لوجستية داخل إريتريا، ومنها تُوزَّع على مختلف المناطق.
يصعب أن يكون التناقض أكثر وضوحاً. فقد كانت إريتريا في الماضي تزوّد الأسواق الخارجية بالأغذية المصن��عة والمحاصيل الزراعية والسلع الصناعية. أما اليوم، وبعد عقود من الاستقلال والوعود الحكومية بتحقيق الاعتماد على الذات، باتت البلاد تعتمد بصورة متزايدة على تجارة حدودية سرّية ومكلفة، لمجرد توفير السلع الأساسية على رفوف متاجرها.

In a statement posted on social media, Nagy said the government's actions sent the wrong message at a critical time for the country.
