I just watched four homeless Tri-met homeless outreach workers walk past more than 20 homeless people without a single acknowledgment. no eye contact, no “hello,” nothing. I don’t care if they were on break. I don’t care if they were heading home. (They weren’t.) And I don’t care if this wasn’t their neighborhood. (It is.)
This isn’t an isolated incident. I’ve seen this exact behavior dozens of times over the past year. In fact, almost every time I’ve ever seen them. That says everything about the state of Portland’s outreach system.
The people they’re supposed to be helping don’t even know who they are — and until that changes, these workers will never be effective.

Giving a homeless person a tent does nothing but prolong their suffering. Well meaning volunteers gave a Homeless woman this tent even though she was planning on going to a shelter. Once she received the tent, she lost motivation for the shelter. Now she’s still homeless.
My biggest problem with Harm Reduction. I will never understand why they would ever hand out pipes foil and straws to a fentanyl addict. Fentanyl is now the deadliest substance in history. This is not reducing harm. I’ve witnessed so many people overdose and die minutes after they were handed drug kits.

My county announced they’re going to end tent distribution to the Homeless except during cold weather events. This is a step in the right direction as handing out tents has only enabled a person to be homeless longer.
