… simply a lower budget for a smaller target demographic, market research showing this style appeals to the target demographic more, or maybe assuming a budget isn’t necessary if basic pandering can work. None are inherently negative and it’s probably a mix.
I occasionally get ads in Spanish on TikTok and they are almost always of a much lower production value than ads in English. No graphics and minimal editing. I’m curious as to why. I assume it’s between a few options:

They chose to be when they funded disinformation campaigns, lobbied congress, and didn’t fund renewable energy. The capital base they have could’ve given them a huge moat to lead in renewable energy
