The Nth-buy Pot has no randomness in it, and that is the point.
A public counter advances at most once per pool per block. The advertised slot takes the pot. Anyone can read the counter, count the distance, and decide whether to race for it.
Randomness onchain means someone chose the seed. Arithmetic means nobody did.
