At the time, Soviet leader Nikita Khrushchev was increasing pressure on the Western powers over their presence and rights in West Berlin. Kennedy made it clear that while the United States was prepared to negotiate, it would not simply abandon its established position.

Only 19 days later, East Germany began building the Berlin Wall.
