I understand your concern about creating parallel and siloed security structures, but our deeper problem is the scale of our civic indiscipline relative to our capacity to police it.

We simply do not have enough security personnel to police every act of indiscipline in a society where basic civic responsibility is routinely ignored.

It should require no security personnel to tell anyone that destroying infrastructure built for their own use and that of their community is self-sabotage.

When civic discipline collapses, enforcement must fill the gap and no country can deploy enough personnel to police what common sense and civic responsibility should ordinarily prevent.

Germany is GER, which tracks in English. But then you get to Ivory Coast, which shows up as CIV, from Côte d'Ivoire. Algeria is ALG from Algérie. Haiti is HAI from Haïti. Switzerland is SUI from Suisse. Spain is ESP from España. Iran appears as IRN.

The pattern runs across the entire scoreboards.Some countries are also coded based on whatever their language is.

FIFA built its codes in an era when French dominated international administration, and colonial history shaped which language a country's name was recorded in first.
