Joint Statement: Emergency Meeting of the Strategic Political and Defense Committee of the Makkah Alliance for Defense Riyadh – 5 October 2026
The Kingdom of Saudi Arabia, the Islamic Republic of Pakistan, and the Republic of Türkiye convened an emergency meeting of the Strategic-Political and Defense Committee of the Makkah Alliance for Defense in Riyadh on 5 October 2026 to address the security developments and threats facing the Kingdom of Saudi Arabia.
As part of the institutional development of the Makkah Alliance for Defense, the Committee decided to appoint His Excellency Lieutenant General Nauman Mahmood (Ret.) of the Islamic Republic of Pakistan as the first Secretary-General for a three-year term. The Parties welcomed His Excellency, wished him every success in the discharge of his duties, and expressed their confidence in his contribution to advancing the Alliance and achieving its objectives.
The Parties also condemned in the strongest terms the attempted targeting of Makkah and Madinah, as well as the continuing attacks targeting cities and civilian and economic facilities in the Kingdom, reaffirming their unequivocal rejection of any attack or threat against the Kingdom’s security and territorial integrity.
The Islamic Republic of Pakistan and the Republic of Türkiye commended the vigilance and readiness of the Saudi Armed Forces, as well as the professionalism and high level of competence they have demonstrated in countering the threats and attacks facing the Kingdom and in safeguarding its security and territorial integrity.
The Committee reviewed the outcomes of the political and military consultations preceding the meeting and approved the recommendations submitted to it, affirming that the Makkah Alliance for Defense embodies a firm commitment to collective defense and a unified position in confronting threats.
The Committee decided to move immediately to the practical implementation of the collective defense commitments and to take the necessary measures to provide the agreed military forces and capabilities and ensure their rapid deployment in the Kingdom, in accordance with the approved arrangements and the national legislation of the Parties, thereby enhancing readiness, military integration, and the collective capacity to confront and counter threats.
The Parties affirmed that the security of each Party is an integral part of the collective security of the three countries, and that translating the Makkah Agreement for Joint Defense into practical measures demonstrates the credibility of the commitment to collective defense, strengthens the effectiveness of deterrence, and reaffirms the unity and determination of our three countries to defend their security, sovereignty, and territorial integrity, in accordance with the provisions of the Agreement.

SPDC Meeting, Saudi Arabia, Pakistan and Türkiye
Under the Makkah Agreement, Field Marshal Syed Asim Munir, NI (M), HJ, Chief of Army Staff & Chief of Defence Forces (COAS & CDF) of Pakistan, Deputy Prime Minister/Foreign Minister, Senator Mohammad Ishaq Dar, Federal Minister for Defence, Khawaja Muhammad Asif will pay an official visit to Riyadh, Kingdom of Saudi Arabia on 5th October 2026 to attend the Meeting of the Strategic Political and Defence Committee (SPDC), established under the Makkah Joint Defence Agreement.
The meeting will also be attended by the respective Ministers of Foreign Affairs, Ministers of Defence, as well as Chiefs of General Staff of the Kingdom of Saudi Arabia, and the Republic of Türkiye.
The meeting will discuss latest developments in the region and review ongoing cooperation under the framework of the Makkah Agreement.
Pakistan's participation in the meeting signifies Pakistan's resolve to continue contributing towards regional peace and stability.

Field Marshal Syed Asim Munir, NI (M), HJ, Chief of Army Staff and Chief of Defence Forces (COAS & CDF) of Pakistan, presided over the 277th Corps Commanders’ Conference at General Headquarters (GHQ), Rawalpindi.
The Forum offered Fateha for the Shuhada of the Armed Forces, Law Enforcement Agencies and civil society who laid down their lives for the motherland and paid rich tribute to their supreme sacrifices.
The forum reviewed the prevailing security environment and resolved to maintain a high state of readiness. It affirmed Pakistan’s right to self-defence and targeted action against terrorism emanating from Afghanistan, stressing that only the Taliban delusional leadership, facilitating terrorism on behalf of India, bears responsibility for its consequences.
Forum appreciated sustained successful intelligence-based counter-terrorism operations by law enforcement agencies, however, emphasised complementing these kinetic efforts with non-kinetic measures; including people-centric governance at grassroot level, strategic engagement with public, dismantling of terror-crime nexus operating under patronage of vested interests and police capacity building, in line with the National Action Plan and Vision Azm-e-Istehkam.
Forum underscored the importance of internal stability and resolved that any attempt to cause agitation or create 9th May like situation, on any pretext whatsoever, will be dealt with decisive force and rule of law, without hesitation and discrimination.
The forum welcomed the Makkah Joint Defence Agreement between Pakistan, Saudi Arabia and Türkiye, noting its contribution to longstanding strategic and collective defence ties. It strongly resented Houthi attacks against Saudi Arabia, expressed solidarity with the Kingdom and affirmed Pakistan’s commitment to the security and sanctity of the Haramain Sharifain. It also reiterated Pakistan’s principled position on IIOJK and support for resolution of the Kashmir dispute in accordance with relevant UN Security Council resolutions and the aspirations of the Kashmiri people.
In his concluding remarks, COAS & CDF commended the formations for their operational preparedness and professionalism. He directed commanders to continue to strengthen intelligence-based operations and enhance combat capabilities through absorption of modern technology, training and multi-domain integration. He expressed confidence that the Armed Forces, with unwavering support of the nation, remain fully prepared to safeguard Pakistan’s sovereignty, territorial integrity and national security.
