The ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (HOM) from the Philippines, was on a mission to observe, verify, and report on the situation along the CambodiaโThailand border in the area of Preah Vihear Temple, Preah Vihear Provinceโthe World Heritage Site and a treasure of humanity that has suffered immense damage from attacks by the Thai military.
Cambodia has lodged another protest against Thailandโs violation of its sovereignty from Aug. 31 to Sept. 7 along the border, including the demolition of civilian homes and property and unlawful construction sites.

UNESCOโICOMOS Report: Preah Vihear Temple Has Suffered Severe Damage, Threatening Its World Heritage Values
An official report by the joint UNESCOโICOMOS Advisory Mission, which visited the Temple of Preah Vihear from 1 to 6 March 2026, has documented the severe extent of damage resulting from the armed conflicts of July and December 2025. The mission found that the impacts have significantly affected the integrity, authenticity, and Outstanding Universal Value (OUV) of the Temple of Preah Vihear.
The report records 142 damaged areas from the July strikes and 420 damaged areas from the December strikes, describing the scale of devastation from the recent conflict as โincomparable in scaleโ with damage caused by previous conflicts.
Most strikingly, the mission stated that โno area was spared.โ The impacts extended across the monument, including recent tourism infrastructure and equipmentโnot only military installations.
Even more concerning, the UNESCOโICOMOS mission assessed that the Temple of Preah Vihear is facing โserious and specific dangerโ and that โmajor operations are necessary for its conservation.โ It also identified the โoutbreak or threat of armed conflictโ as a potential danger to the World Heritage property.
The Temple of Preah Vihear is not only Cambodiaโs cultural heritage; it is part of the heritage of humanity. Protecting Preah Vihear means protecting an irreplaceable legacy for future generations. Its protection must be ensured in accordance with international law and the international framework for safeguarding cultural heritage from the devastating consequences of armed conflict.

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia wishes to inform the public, as well as national and international media, as follows:
The Ministry of National Defence of the Kingdom of Cambodia categorically rejects the unfounded and false claims made by Air Chief Marshal Prapas Sonjaidee, Director of Thailandโs Joint Information Centre, alleging that Cambodia was the side that fired first.
Cambodia reiterates that, in fact, it was the Thai side that first launched unprovoked armed attack against Cambodia. Therefore, Thailand, who initiated the attack against Cambodian territory, cannot portray itself as the victim, while invoking self-defence as a pretext to justify and demonstrate the legality of its unlawful military actions.
At the same time, it is important to underscore that, several days before launching its unprovoked armed attack against Cambodia on 24 July 2025, Thailand announced the โChakrabongse Bhuvanathโ war-readiness plan. The introduction of this plan clearly demonstrated that Thailandโs military actions had been meticulously premeditated and deliberate, contrary to Thailandโs claim that its use of force was merely a defensive response.
In this regard, Thailandโs attempt to invoke alleged provocations, security concerns and landmine issues as grounds for obstructing or delaying the resumption of joint survey and boundary demarcation work is inconsistent with the spirit and commitments set out in the Joint Statement of 27 December 2025.
Cambodia therefore calls on Thailand to fully, effectively and immediately implement the Joint Statement of 27 December 2025, in particular by promptly resuming the survey and boundary demarcation work of the Joint Boundary Commission (JBC), in accordance with the existing agreements between the two countries.
Cambodia remains firmly committed to seeking a just, peaceful and lasting solution to the boundary issue, based on international law, as well as the existing treaties and agreements between Cambodia and Thailand. At the same time, Cambodia will categorically not accept the use of force or the creation of faits accomplis as a means of determining or altering the boundary between the two countries.
The public, as well as national and international media, are hereby informed of the facts concerning this matter.
