MINDCo Managing Director, Saeedha Umar, joined a panel discussion at the Maldives Digital Summit 2026.
Reflecting on the experiences, she emphasized that the most important lesson is clear: digital transformation must be citizen-centric.
While highlighting the importance of strong institutional coordination, bringing together governance, policy, and implementation through entities such as the Digital Transformation Council, Maldives Digital Service, MINDCo, and Digital Transformation Officers across government.
"Driving this transformation requires not only systems and infrastructure, but a shift in mindset, from delivering for people to building solutions with them."

Presentation by Mohamed Arushad, Lead Solutions Engineer of MINDCo, on Designing Services for Humans, lessons learnt and way forward at Maldives Digital Summit 2026.
“What started as a focus on digitising services has now evolved into a deeper focus on how those services are experienced.”
As oneGov scales to 418 services, this evolution is becoming more evident, shifting from simply putting services online to improving how people interact with them, with a focus on usability, accessibility, and clarity.
Building on this, the approach moves toward designing services around life events, supported by continuous refinement and the use of interoperable government data to reduce repetitive processes for citizens under Maldives 2.0 Roadmap.
The direction is clear: digital access opens the door, but service clarity gets people through, enabling human-centric services that minimize effort and improve outcomes.
