In this short piece that Semafor was so kind to publish, I make the following points, among others, about Ghana’s gold boon.

1. The price rally has been fantastic for Ghana’s macro-fiscal outlook.

2. Gold's contribution to GDP is now almost equal to agriculture, forestry, & fisheries combined.

3. Gold now accounts for almost 70% of exports. Ghana used to be a tri-commodity economy (oil and cocoa being the other two props). Gold is now the only game in town. From the Gold Coast to the Golden Island, it would seem.

4. While gold is helping Ghana maintain lower middle income status, it can't take Ghana to the upper middle income status its top elites crave.

5. That is why successive governments have talked so often about "adding value to gold."

6. Unfortunately, "value addition" has been misconstrued as "incremental refining". Yet, refining gold locally in Ghana barely adds an additional 2% more to value transformation.

7. That is why multiple gold refineries in Ghana’s recent past remain idle. A similar story around Africa.

8. Even in Australia, where much bigger refineries exist, profit margins rarely exceed 0.5%. Incremental refining of gold to bullion is a brutal and competitive international game.

So, what is the policy recommendation?
