Meanwhile, DC agency staff haven’t received a cost of living adjustment in years and all raises/in-grade scheduled increases are frozen for FY26.

On Wednesday the D.C. Council is expected to approve a 13% pay raise for police officers in the city. The total cost will be $312 million over 4 years. The pay raises are retroactive for two years, prospective for one. Starting salary for an officer will jump to $75k from $66k.
