This morning, there are already 9 people confirmed dead after Russia launched another deadly attack on Ukraine’s civilian population, sending large waves of strike UAVs across the western regions — Ternopil, Ivano-Frankivsk, Lviv — while separately targeting Kharkiv and Dnipro.

They followed this with several dozen cruise missiles. Once again, the targets were not military positions, but civilians, apartment blocks, and the ordinary places where people live their lives.

I held an online meeting with the Minister of Internal Affairs and the heads of the Ternopil, Lviv, and Ivano-Frankivsk regional administrations. I received reports on the consequences of the Russian attack and the ongoing emergency response.

The Government is in constant contact with the regions and will provide all necessary assistance. I thank the rescuers, medical workers, police officers, and all services who are saving lives and responding to the aftermath of Russian terror.

This has unfortunately become routine in the eyes of the free world. But our people are not numbers, and Ukraine is protecting the whole of Europe, not only itself.

We call on our international partners to accelerate the strengthening of our defenses.

Today, I was pleased to welcome EBRD President Odile Renaud-Basso to Kyiv. I am grateful for our continued cooperation and constructive dialogue.

Our meeting focused on securing the necessary financial resources for gas purchases and ensuring a stable heating season. We also discussed the implementation of infrastructure and logistics projects, as well as ways to encourage foreign investment.

Another key track is budget support through the adoption of a new IMF program and the Reparations Loan mechanism. We look forward to a positive decision at the upcoming European Council meeting.

We briefed the EBRD leadership on the steps the Ukrainian government has taken to reset the work of Energoatom and other major state-owned energy companies. Together, we must ensure transparency and efficiency across the sector.

We remain in close cooperation with our reliable partners.

The EBRD is one of the largest investors in Ukraine. I am grateful for the important projects supporting Ukraine throughout the war.

We focused on the possibility of attracting additional financing to help Ukrainians, including our wounded defenders. We discussed support for a large project to develop a network of rehabilitation centers for the recovery of our soldiers.
