This LCA carries a meaningful risk of displacing or preventing the hiring of an American worker:
It is An H-1B-dependent staffing firm, placing a foreign worker at a U.S. federal government worksite, instead of the agency hiring an American directly or using a staffing partner with a stronger U.S. workforce.
Because it is an Amended LCA, they do not have to even wait for its certification to place the employee so it is certainly a position that is already filled once they file the amended LCA.
While the pay here is fair and the filing appears facially compliant, the structure itself (dependent employer + secondary government placement) is one of the higher-risk categories under current H-1B rules designed to protect U.S. workers.

Why does your Cancer & Research Center need foreign employees for these positions?
There are ample U.S. citizens in or near Tampa who could credibly fill both roles, especially given USF’s strong local PhD/Master’s pipeline and Moffitt’s research activity.
The case is particularly solid for the Applied Research Scientist 1 position.
For postdocs, Americans are available but sometimes passed over in favor of international candidates due to pay, visa dynamics, or recruitment habits rather than a true lack of domestic talent.
Americans don't need permission from Washington to save the country.
The Constitution gave the states a process to act when Washington won't.

H1B and F1 visa holders from India are getting married in the U.S. They don't go back to India even after their visas expire—because immigration would catch them when they try to re-enter.
Parents and relatives come from India on B1/B2 visas to attend weddings. Once married, the wife gets H4 EAD automatically—almost like a green card. Children get birthright citizenship. Parents misuse B1/B2 visas (meant for tourism and business) by staying 6 months in India and 6 months in the U.S., acting as caregivers to help the couple get green cards.
This has been happening since 1990. The U.S. government is sleeping while visas are being misused.
Wake up. Stop the fraud. Protect Americans who built this country with taxes and war sacrifices.

Somewhere in this country, a young American family is doing everything right.
They got married. They saved. They worked overtime, cut expenses, and put money aside every month with one goal in mind: buying their first home and building something lasting for their kids.
The average first-time homebuyer in America is now 40 years old, a record high. Home prices relative to income have nearly doubled since 1976. That young family playing by the rules is getting crushed, and Washington has spent years telling them it’s complicated.
It’s not complicated. A new Federal Reserve study found that illegal immigration was responsible for 30% of home price growth and 20% of rent growth between 2021 and 2024.
Biden flooded this country with millions of illegal aliens, every one of them competed for the same finite housing stock that young family was saving for, and Washington subsidized it the entire time with taxpayer-backed mortgage loans that were never meant for noncitizens.
That family deserves better. My Homeownership Eligibility Reform Act restricts taxpayer-backed mortgages to U.S. citizens only, permanently. No future administration can reverse it with the stroke of a pen, and no young American family gets priced out of their dream because Washington decided illegal aliens come first.
