You get what you vote for. Japanese haven't realized, on a personal level, yet, that they are not doing enough these days when it comes to knowledge transfer. Language is just the most prominent. Apart from the dozen or so English natives they have on NHK World, they even let illegible illiterates on air.
@OliverinJapan Here, they simply attach a paper tag to them every quarter. Cyclists remove the tag from the ones they use. Any bicycle found during the next inspection still carrying the previous quarter’s tag is removed, recycled, and sold.
