I’ve made multiple attempts on the Aarogya Setu app as well as CoWin website but both say registration available only for 45+. Is there a hidden hint that I’m missing or what?

I placed an order in Delhi and apparently my order says delivered while the delivery guy never showed up on my door. Upon complaining, the delivery guy is harassing me on calls to take the complain against him and settle the matter.@Swiggycares NEED THIS TO BE ACTED UPON ASAP PLS
