The recent incursion of a Russian drone into the Romanian airspace and its explosion in the residential area of Galaț proved once again that Russian aggression poses a real threat to the Black Sea region and the entire Europe.
Strengthening support to Ukraine and increasing pressure on the aggressor, including through tougher sanctions, remain critical — to restore peace and security in the region.
Bolstering Ukraine’s air defense is also a strategic task — to protect not only our country, but also reduce risks for our neighbours.
Ukraine stands firmly by Romania. We are ready to work closely together to strengthen protection from such threats. @oana_toiu

I am grateful to the EU, Poland, and Germany, particularly my colleague @AussenMinDE, as well as all other partners who clearly took a stance against Russia’s attempts to intimidate the foreign diplomatic corps in Ukraine.
By issuing such threats, Russia once again demonstrates that it is a terrorist state, which disregards all international norms. Such threats need to be rejected and condemned.
I encourage all states to make it clear that Moscow’s blackmail will not succeed. Furthermore, Russia’s official notes with threats to foreign missions in Ukraine will be used as a confession of criminal intent — in all relevant national and international legal cases.
Ukraine-Germany Season of Culture 2027–2028 🇺🇦🇩🇪!
This is outlined in the Declaration on a Strategic Partnership, announced on 14 April following the meeting between the President of Ukraine Volodymyr Zelenskyy and the Federal Chancellor of Germany Friedrich Merz in Berlin.

Over the past day and night, Russia carried out a massive terrorist attack against Ukraine with almost 700 drones, dozens of ballistic and cruise missiles.
The attack primarily targeted civilians.
At least 4 people were killed in Kyiv, including a 12-year-old child, with over 50 more injured, 8 killed in Odesa, 3 killed and three dozen injured in Dnipro, 1 killed in Zaporizhzhia.
Such attacks cannot be normalised. These are war crimes that must be stopped and their perpetrators held to account.
We urge the international community to take immediate action.
All decisions required to increase pressure on the aggressor must be unblocked now. It is immoral, counterproductive, and dangerous to delay sanctions against Russia or packages of support for Ukraine.
Any day of further inaction on critical decisions sends wrong signals and encourages the aggressor to continue, prolong, and expand the war.
We reiterate our call for all states to join the Special Tribunal for the Crime of Aggression Against Ukraine by notifying the Council of Europe of the intent to join its Enlarged Partial Agreement.
The most appropriate response to Russian terror is the inevitability of justice for the leadership of the Russian terrorist regime.
Under the leadership of President @ZelenskyyUa and @bundeskanzler Friedrich Merz, alongside other ministers, I took part in the Ukraine–Germany Intergovernmental Consultations in Berlin.
For the first time in many years, we resumed this effective format to further strengthen our cooperation which allow us to transform agreements into concrete projects and practical steps.
The joint declaration reflects the strategic level of our partnership — recognising Germany’s leadership in supporting Ukraine and the full potential of our bilateral relations. And for us, Germany remains among our closest partners.
Today’s consultations delivered tangible results, including the announcement of a €4 billion defense support package to strengthen Ukraine’s air defence and long-range capabilities.
We also agreed to launch regular consultations on security and defense policy between our foreign and defense ministries, and welcomed the establishment of the Industrial Ramstein format — an important step in deepening industrial cooperation.
These formats are mutually beneficial. For Germany, Ukraine is a prospective economic, energy, and defense partner. We are contributing to Germany’s and Europe’s strength, safety, and prosperity.
These decisions will enhance our joint resilience and contribute to strengthening security and stability across Europe. Ukraine and Germany are not just partners – we are strategic allies shaping Europe’s future together.

We have proposed a bilateral agreement to Germany on drones – a Drone Deal – covering various types of drones, missiles, and software for modern defense, and our teams are beginning concrete work. Our experience can be integrated into the European security system, and our current cooperation with countries in the Middle East and the Gulf – as they face constant attacks – proves that our experience and our proposals, our Drone Deals are the most effective. We also have an agreement on a new contribution from Germany to our drone production.

We must ensure the capabilities that allow Europeans to produce here – in Europe – everything that is critically necessary for the defense of Europe. Our European industry, our technological base, our military and political capabilities must be sufficient, under any circumstances, to guarantee reliable protection of life across Europe – for every country and every nation. This includes, in particular, Europe’s ability to produce anti-ballistic air defense systems in the necessary volumes, as well as full-strength protection against any drones, any aerial targets.

I would like to thank Germany, Chancellor @bundeskanzler personally, and the Government of Germany for the agreements prepared as of today.
We have ten documents that have already been signed – ten arrangements, ten agreements of different levels. Arrangements on air defense are among the most urgent for us. This includes air defense missiles – PAC-2 missiles, of course, as well as launchers for IRIS-T systems – we are grateful for them. I would like to thank you specifically for this agreement.
It is important that we continue working on other types of missiles as well – both for IRIS-T and for Patriot systems.

Today’s meeting with @bundeskanzler Friedrich Merz was special and substantive. We focused specifically on how to make our efforts even more active and stronger. Before the bilateral talks, we saw seven types of drones produced at our joint enterprises – six aerial and one ground-based. This is a significant result of our cooperation, and it is important that there will be more. Today, we have new agreements on cooperation – ten in total – across the most important areas. I thank Germany.
Germany is a key leader in supporting Ukraine and protecting lives – it is Germany that ranks number one in Europe in terms of assistance to our defense. We all see how geopolitical sentiments can shift and how much depends on Europe’s ability to stand up for itself – for its way of life and its values. Importantly, Germany remains strong, remains committed, and is truly capable of defending the interests of Europe and Europeans.
Today, most of the weapons Ukraine uses for various types of operations – long-range, on the battlefield, or in air defense – are produced in Ukraine. This is where the opportunities for our “Drone deals” with different countries come from.
The capacity of Ukraine’s defense production is twice as large as what we are using today, simply because we do not have enough funding. We expect Germany, as one of the leaders of the European Union, to help quickly unblock 90 billion. This will allow us to increase the procurement of drones produced in Ukraine. That would put even more of our systems on the battlefield.
As for the PURL initiative, this program specifically helps with air defense against ballistic threats. Unfortunately, Europe currently does not have such capabilities. I am 100 percent confident that, eventually, Europe and Ukraine together will produce anti-ballistic systems. But while there is still a shortage of such capabilities, we must protect our people, and the PURL initiative is needed for that.

I had a productive meeting with my German friend and colleague @AussenMinDE Johann Wadephul.
I am glad to continue our dialogue and welcomed the resumption of the intergovernmental consultations as an important step to further strengthen Ukraine–Germany cooperation.
We agreed that relations between our countries have long been strategic in substance, and today this will be reflected in the joint declaration following the intergovernmental consultations.
We discussed a wide range of bilateral and international issues. I thanked Germany for keeping Ukraine high on Berlin’s agenda and for its comprehensive support, which strengthens Ukraine’s resilience.
In light of the evolving security situation in the Middle East, we explored opportunities for closer cooperation, including a potential drone deal between our countries — to further advance the great cooperation that is already taking place.
We also discussed the election results in Hungary. I expressed confidence that this could open a new chapter in our relations. I emphasised the need for progress on the 20th sanctions package and the €90 billion loan.
We addressed Ukraine’s EU accession. Ukraine remains committed to moving forward swiftly towards opening all negotiation clusters.
The humanitarian dimension remains crucial for our countries. Germany hosts one of the largest numbers of Ukrainians displaced by the war. We agreed to expand Ukraine’s consular presence and are preparing to inaugurate a Consulate General in Dresden. Grateful to Germany for its support and facilitation.
Even in times of war, culture remains important, and we reflected this by announcing the Ukrainian-German cross-cultural season for 2027–2028.
I also briefed on the battlefield situation and ongoing diplomatic efforts. Sustained support is essential to strengthen our positions and advance a lasting peace.

We coordinated further bilateral contacts, discussed joint defense projects, amd agreed on the importance of increasing joint EU pressure on Russia, including stronger sanctions.
Together, we are defending our shared European values and principles.
During a meeting with the Federal Minister for Foreign Affairs of Germany, Johann Wadephul @AussenMinDE, we had a detailed discussion on Ukraine’s path toward EU membership. The current blockages are purely political, and I am grateful to Germany for its support. The opening of clusters will certainly add momentum to progress across all areas of European integration and reforms. This should be the driving force for further joint work and coordination. A united Europe clearly has enough strength for this.
I also shared the results of my visit to the Middle East and the system for protecting lives that Ukraine has offered to the countries of the region. We are ready to develop this kind of cooperation together with our partners in Europe who have stood with us from the very beginning.
