How it works (every week is a moon):
· Plots: mint one with $VC and run a venture on it: a token, a bot, a game, a shop.
· Sentinels: nine citizens drawn by lot rate every venture into tiers 1 to 5.
· Taxes, not bans: good ventures earn subsidies, weak ones pay real land tax. Half of every tax is burned.
· Keepers: twenty-one citizens drawn by lot vote sealed on tax rates and how the treasury pays out.
· Anyone can predict the tiers. The best predictors get drawn.
· Burn $VC to post, to poll, or at a citizen's door to be heard.

9⃣ Tax sales
If a plot falls three moons behind on land tax, anyone can pay the debt plus 20% and take it. Tax comes out of the plot's subsidies first, then the owner's deposit. Nobody gets banned in Veridia. A bad venture just pays more until the land changes hands.

8⃣ Land tax
Every slot pays land tax each moon by the tier of the venture in it. Tier 1 pays nothing, Tier 2 500 $VC, Tier 3 2,000, Tier 4 6,000, Tier 5 12,000. Empty slots and unrated ventures pay the Tier 3 rate. Half is burned and half goes to the treasury.

7⃣ Plots
Kalimar, the first district, spirals out from Galanar Square. The 12 halls around the square have 4 slots and cost 1M $VC. Every 11th plot after that is a shop with 2 slots for 300k. The rest are stalls with 1 slot for 100k. The money goes to the treasury.

6⃣ Keepers
Veridia is steered by 21 Keepers drawn by lot for three moons, with seven seats turning over each moon. Nobody campaigns and nobody is elected. Votes stay sealed until the last day, a motion needs 13 of 21, and a Keeper who never reveals isn't paid.

5⃣ Predictions
Anyone can predict in Veridia, passport or not. On days 1 and 2 you seal a guess of each venture's tier. Exact is 2 points, one off is 1. Seats are drawn from the top tenth of citizens by score, so this is how you get in line for one.

4⃣ Sentinels
Every moon nine citizens are drawn by lot to be Sentinels. They mark each venture on the list from 1 (best) to 5 on civic value, openness and risk. The tier is the median of their marks, weighted 50/30/20. Every venture is audited again every four moons.

3⃣ Ventures
A venture is anything a citizen registers with Veridia. A token, a bot, a shop, a project. Registering is free, there's no cap, and nothing is ever delisted. What changes is its tier, and on a plot the tier sets its land tax.

2⃣ Citizenship
To become a citizen of Veridia you lock 100,000 $VC and get a passport. It can't be sold or transferred. The first 100 citizens get in right away. After that three citizens have to vouch for you. If you ever leave, you get your $VC back at the next moon.

1⃣ The moon
Every week in Veridia is a moon. Days 1 and 2 anyone can predict how ventures will be rated. Days 3 and 4 nine Sentinels rate them. Days 5 and 6 the Keepers vote. Day 7 votes are revealed and the moon turns. We're in genesis now and Moon 1 starts Oct 2.
