A population of $21.8 MILLION veterans equates to an annual stipend of up to $7500 per veteran and they can enter whatever version of Universal Healthcare we have with access to who they need and WHEN they need them. Simple Really.

@BretBaier Divide the annual VA budget $165 BILLION by the number of veterans 21.8 MILLION and you can give EVERY veteran $7500 a year so they can get the care they need WHEN they need it. The VA is a dinosaur and it should go.
