Okay, we have an update from Cloudflare.
They believe it has something to do with HSTS.

Users are reporting receiving a "stream.ts" file when visiting our website. Upon further inspection, this appears to be an issue on CloudFlare as multiple websites are getting this issue: https://t.co/EjZ86XVKts
A software update from a 3rd party package we use to make https://t.co/XCd97NAiPx work had a bug that caused internal server errors. The maintainer of the package released a fix which we applied. Uploads should be working normally now.
Due to issues out of our control, video uploads is suspended for the foreseeable future. Users can download their video uploads from My Uploads page. Video uploads will be permanently deleted at the end of September 2021.
At the moment, it is limited to 2 files per upload request. This is so we can monitor performance. This will be increased to a limit that won't impact on performance.
@c7nasr As per our TOS: "We do run backups as much as we can, however we encourage our users to create backups of their own in the event of a catastrophic failure where all data is lost."
This means we are not a secure storage service. You should be taking backups of your own.
We've updated our site's framework packages to their latest versions.
Performing tests, the user-side of things should be working fine, however if you get an error, please let us know.
