Later, another man in a t-shirt, jeans, and sandals was seen wandering the area with people immediately asking “who the f*ck is that guy?”

In Utah, impersonating an officer, even just displaying a badge without authority, is considered a crime.

If the first guy was legit law enforcement… why the panicked reaction?
